When Do You Need a CSA B139 Inspection?

If your facility uses diesel or fuel oil for an emergency generator, boiler, fire pump, furnace or other oil-burning equipment, the supporting fuel system may need to comply with CSA B139 and the National Fire Code.
But what actually triggers an inspection?
Common CSA B139 Inspection Triggers
You may need an inspection when:
- You receive a failed fire inspection, AHJ deficiency notice or compliance order.
- You are constructing a new shop or building with a diesel generator, boiler, fire pump or other oil-burning equipment.
- You are installing, replacing or relocating an emergency or standby generator.
- You are installing or replacing an above-ground, underground or day tank.
- You are modifying fuel piping, pumps, vents, valves, controls or overfill protection.
- Your fuel supplier requests current compliance documentation before delivering fuel.
- Fuel delivery has been suspended because certification or inspection records are missing.
- You purchase a property with an older or undocumented fuel system.
- A leak, spill, damaged component or corrosion is discovered.
- You are renovating an equipment room or changing the building's use.
- An inactive fuel system is being returned to service.
- An insurer, facility manager or regulatory authority requests a system assessment.
What Does the Inspection Cover?
A CSA B139 and National Fire Code inspection may review:
- Emergency and standby generators
- Boilers, fire pumps and oil-fired appliances
- Above-ground and underground fuel tanks
- Fuel piping, valves, pumps and supports
- Tank venting and fill connections
- Overfill and leak-protection systems
- Monitoring devices and emergency controls
- Available permits, drawings and maintenance records
The inspection report should identify observed deficiencies, relevant code references and recommended corrective actions.
Why Act Early?
Waiting until fuel delivery is refused or an AHJ issues an order can put emergency power, heating and fire-protection systems at risk.
An early inspection can help identify issues before they cause fuel-delivery interruptions, enforcement action or unplanned shutdowns.
Requirements can vary by system and jurisdiction, so building owners should confirm the applicable requirements with their Authority Having Jurisdiction.
